 Doctor of Education in Organizational Leadership (2017')

James' Doctor of Education (Ed.D.) of Organizational  Leadership degree  was earned from the  Graduate School of Business and Management, Argosy University San Diego, which appropriately held an accreditation from the WASC Senior College and University Commission upon graduation.  

The program was designed to assist James in developing knowledge and skills to handle the changing needs of modern organizations.  James' Doctorate of Organizational Leadership  program focused on the qualities of transformational leadership, rather than mere managerial attributes.  This program has prepared James to lead complex organizations faced with an abundance of strategic challenges, such as increasing globalization, changing economies, societal shifts, and individual organizational relationships.​

In an effort to directly address a real world issue of improving communication and coordination, within the Department of Defense (DoD),  U.S. Marine Corps Family Programs Division,  the dissertation of  Dr. Starks  involved creating an nonexerpeimental, exploratory survey research design study, within a Youth and Teen Center in San Diego CA.  Specifically, the study looked to analyze the perceptions of communication satisfaction quality of Youth Development Professionals, as it related to youth transition between before and after school programs within Youth and Teen Centers locally and worldwide within the DoD.  The study, also explored the impacts of communication satisfaction quality on intrinsic motivators discussed in Maslow's Hierarchy of Needs Theory, as well as  the relative importance of provided extrinsic motivators to work, as discussed in John Stacey Adams Equity Theory. ​

Master of Science
​in Education

James' Master of Science degree, with a major in Workforce Education and Development, has prepared him for organizational training, instructional and administrative roles related to human resource and development functions,  as well as, associated responsibilities in career and technical education, business, industry, and government.  James possesses the skills to identify future needs for developing a productive workforce, and for identifying and examining the competencies and skill levels of employees at all levels of an organization, which includes determining both proficiency and skill gaps! ​

Utilizing a system approach to curriculum development, James for his Master of Science Research Project, created and successfully implemented major initiatives, with one being an adult education-training program that streamlined functions of the day-to-day operations for a dental practice in San Diego, California. The overall population of the program targets basic Management, Leadership, and Supervision (MLS) professionals.  MLS comprises the essential tasks of leading and managing the labor of others in realizing business and organizational goals.  This program has continued to be an organizing platform for each of our clients regardless of industry profession.

James also created a diversity program training manual that addressed English-Only policies, to assist local business owners and managers in achieving greater efficiency through an improved understanding of diverse cultures and viewpoints, with the intent to promote tolerances within the labor force setting. This program also has continued to be an organizational platform for each of our clients regardless of industry profession as well.

Finally, James created an interactive diversity-training course that addresses the conscious and unconscious restrictions of unearned entitlement of an American culture of mixed race couples and families.  This training assists all levels of leaders, regardless of industry profession, with an improved understanding of the viewpoints of an ever-growing diverse society; thereby it looks to promote tolerances, concerning social interactions, both from within and outside the workforce setting; it too has continued to be an organizational platform for each of our clients regardless of industry profession as well.

The Department of Workforce Education and Development is one of eight departments in the College of Education and Human Services at Southern Illinois University Carbondale (SIUC). The department has been devoted to creating a workforce characterized by changing technological, demographic, and economic environments.
The Organizational Training and Development specialization has effectively  prepared James for human resource development positions in business, industry, and government, as well as for instruction in colleges and technical institutes. 

As part of his studies, James coordinated and successfully administered a nonexperimental survey research project, aimed at analyzing and improving female inmate habitability at the Navy Consolidated Brig, Miramar, California.  Furthermore, James created a one-source reference manual, for the overall inmate population of this organization as well, providing helpful and resourceful information concerning the requirements for earning food service and sanitation apprenticeship accreditation through the Department of Labor.

James earned his degree with honors, posting an Institutional GPA of 3.81 (Magma cum Lade) and an overall GPA of 3.915!  James was also accepted into The Graduate School of SIUC, within the  Workforce Education and Development Program!

​As  foundation towards achieving his Bachelor of Science degree, James, while still on active duty began his journey by completing requirements needed for transfer, and was eventually accepted into Southern Illinois University Carbondale.  Furthermore, after completing additional degree requirements, and with an overall 4.0 GPA , James went on to earned his General Studies degree with honors from Central Texas as well!
