Doctor of Education in Organizational Leadership (2017')
James' Doctor of Education (Ed.D.) of Organizational Leadership degree was earned from the Graduate School of Business and Management, Argosy University San Diego, which appropriately held an accreditation from the WASC Senior College and University Commission upon graduation.
The program was designed to assist James in developing knowledge and skills to handle the changing needs of modern organizations. James' Doctorate of Organizational Leadership program focused on the qualities of transformational leadership, rather than mere managerial attributes. This program has prepared James to lead complex organizations faced with an abundance of strategic challenges, such as increasing globalization, changing economies, societal shifts, and individual organizational relationships.

In an effort to directly address a real world issue of improving communication and coordination, within the Department of Defense (DoD), U.S. Marine Corps Family Programs Division, the dissertation of Dr. Starks involved creating an nonexerpeimental, exploratory survey research design study, within a Youth and Teen Center in San Diego CA. Specifically, the study looked to analyze the perceptions of communication satisfaction quality of Youth Development Professionals, as it related to youth transition between before and after school programs within Youth and Teen Centers locally and worldwide within the DoD. The study, also explored the impacts of communication satisfaction quality on intrinsic motivators discussed in Maslow's Hierarchy of Needs Theory, as well as the relative importance of provided extrinsic motivators to work, as discussed in John Stacey Adams Equity Theory.
